ABSTRACT:It may be too late to avoid the climate crisis, likely to be humanity's most expensive, widespread, and enduring catastrophe. This is a qualitatively different kind of catastrophe, in which increased costs, decreased revenue, and no possibility of bailout force communities to harshly cut budgets, especially in health care. Little is known about making such brutal cuts fair or efficient, nor how to help the public accept them. The crisis presents an opportunity for bioethicists to play a crucial role, but (...) one for which traditional approaches are inherently inadequate. Although often dismissed as heartless, Garrett Hardin's "lifeboat ethics" started a conversation about making ethical choices in global disasters—where all options are painful and unacceptable—and may provide guidance. Bioethics during the climate crisis must focus on communities rather than individuals and help survivors grieve the terrible consequences. Because today's choices will affect many generations, with the burdens falling most heavily on poor communities, we have to construct a radical bioethics to help tomorrow's health care become green, efficient, and fair. At the end of a thoughtful article on the future of nuclear war, Wiesner and York concluded that: "Both sides in the arms race are... confronted by the dilemma of steadily increasing military power and steadily decreasing national security. It is our considered professional judgment that this dilemma has no technical solution. If the great powers continue to look for solutions in the area of science and technology only, the result will be to worsen the situation.".

This book tackles the problem of overpopulation with an honesty and fearlessness that is unrivalled. Hardin suggests radical approaches to overpopulation and considers the consequences. This book is an intellectual feast that will enrage, disturb, and challenge the reader at every page.

Abstract.Reliable Darwinian theory shows that pure altruism cannot persist and expand over time. All higher organisms show inheritable patterns of caring and discrimination. The principal forms of discriminating altruisms among human beings are individualism (different from egoism), familialism, cronyism, tribalism, and patriotism. The promiscuous altruism called “universalism” cannot endure in the face of inescapable competition. Information can be promiscuously shared, but not so matter and energy without evoking the tragedy of the commons. Universalism is not recommendable even as an ideal. (...) Recent advances in philosophical thinking about consciousness, such as cognitive phenomenology and mereological analysis, provide a framework that facilitates using computational models to explore issues surrounding the nature of consciousness. Here we suggest that, in particular, studying the computational mechanisms of working memory and its cognitive control is highly likely to identify computational correlates of consciousness and thereby lead to a deeper understanding of the nature of consciousness. We describe our recent computational models of human working memory and propose that (...) three computational correlates of consciousness follow from the results of this work: itinerant attractor sequences, top-down gating, and very fast weight changes. Our current investigation is focused on evaluating whether these three correlates are sufficient to create more complex working memory models that encompass compositionality and basic causal inference. We conclude that computational models of working memory are likely to be a fruitful approach to advancing our understanding of consciousness in general and in determining the long-term potential for development of an artificial consciousness specifically. While substantial progress has been made in the field known as artificial consciousness, at the present time there is no generally accepted phenomenally conscious machine, nor even a clear route to how one might be produced should we decide to try. Here, we take the position that, from our computer science perspective, a major reason for this is a computational explanatory gap: our inability to understand/explain the implementation of high-level cognitive algorithms in terms of neurocomputational processing. We explain how addressing (...) the computational explanatory gap can identify computational correlates of consciousness. We suggest that bridging this gap is not only critical to further progress in the area of machine consciousness, but would also inform the search for neurobiological correlates of consciousness and would, with high probability, contribute to demystifying the “hard problem” of understanding the mind–brain relationship. We compile a listing of previously proposed computational correlates of consciousness and, based on the results of recent computational modeling, suggest that the gating mechanisms associated with top-down cognitive control of working memory should be added to this list. We conclude that developing neurocognitive architectures that contribute to bridging the computational explanatory gap provides a credible and achievable roadmap to understanding the ultimate prospects for a conscious machine, and to a better understanding of the mind–brain problem in general. It highlights the interdisciplinary approach taken in the choice of contributors to the volume which it is hoped will result in new perspectives on the philosophy of the Scottish Enlightenment. The chapter notes that the contributors approach Hutcheson, Hume, Smith, and Reid from new points of view, and other important figures and philosophical themes are discussed in terms of their contributions to a distinctively Scottish philosophical (...) scene in the eighteenth century. Social studies teachers are often reported as remaining reluctant to engage their students in discussions of contemporary social and political issues. It is therefore critically important to investigate instances of such discussions when they do occur. This paper, part of a larger qualitative study that included six middle and high school classrooms and 24 observed discussions, considers how students are positioned in classroom discussions of social and political issues. By thinking in terms of positions and Ellsworth's (1997) notion of “modes (...) of address”, the authors conceptualize political discussions in terms of the delicate relations between intent and outcome, the social and personal, certainty and surprise. This paper identifies three modes through which students are invited into relation to social and political life via discussions of current topics: task-oriented participants, distanced commentators, and/or as implicated citizens. The debate over compensation packages for top executives is discussed. Particular emphasis is placed on the decoupling of CEO pay and organizational performance. A contrast is drawn between firms that are owner-controlled and those that are manager-controlled. Owner-controlled firms tend to be more market-driven. In manager-controlled firms, however, ownership can become diluted to the point where decisions may not always be in the best interest of shareholders. The process of determining CEO compensation packages is examined, and special attention is given (...) to the handling of stock options. In order to stem the threat of increased government intervention, suggestions are made for increasing the leverage of compensation committees and of shareholders in general. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Hume Studies Volume XXVI, Number 1, April 2000, pp. 171-177 Hume's Revised Racism Revisited AARON GARRETT John Immerwahr's brief note "Hume's Revised Racism" is doubtless one of the most intriguing recent discussions of Hume and racism.1 Immerwahr presents a thesis as to why Hume revised a footnote originally added to his essay "Of National Characters" (hereafter "ONC") in 1753. In this note I will examine and dispute Immerwahr's (...) thesis, which I believe can be shown to be seriously flawed. It is important to do so, as Immerwahr's note has been quoted a number of times in books and articles on Hume, and his thesis has been taken as gospel without sufficient examination of the grounds for his claims.2 As a consequence, Immerwahr's thesis is in danger of becoming a stubborn belief, even if not properly supportable. The controversy about Hume's racism centers on one infamous footnote added to the essay "Of National Characters" in the 1753-1754 edition of Essays and Treatises on Several Subjects. Why should we care about one footnote? We should care because the footnote seems to go against the image of a philosopher we thought we knew, and whom we likely esteem. In addition, it is shockingly bigoted. It reads in its entirety: I am apt to suspect the negroes, and in general all the other species of men (for there are four or five different kinds) to be naturally inferior to the whites. There never was a civilized nation of any other complexion than white, nor even any individual eminent either in action or speculation. Not to mention our colonies, there are Negroe slaves dispersed all over Europe, of which none ever discovered any symptom of ingenuity; tho' low people, without education, will start up amongst us, and distinguish themselves in every profession. In Jamaica, indeed, they talk of one negroe as a man of parts and learning; but 'tis likely he is admired for very slender accomplishments, like a parrot, who speaks a few words plainly.3 The footnote was not present in the 1748 edition of the Essays, Moral and Political, or Three Essays, Moral and Political, where ONC first saw light. In the 1768 edition there is one very minor alteration (from "tho' low people" to "though low people"). In the 1770 edition the footnote becomes an endnote, M,4 and there are again a few minor changes (from "betwixt these breeds of men" to "between these breeds of men"; from "of which never discovered" to "of whom never discovered"; for "'tis likely he is admired," read "it is likely he is admired") and one interesting substantive change (for "admired for very slender accomplishments," read "admired for slender accomplishments"). The most important change from the 1753 version of the note is in the 1777 posthumous edition, which Hume had corrected before he died. Hume rewrote the first two lines of 177OM, to read in 1777M: I am apt to suspect the negroes to be naturally inferior to the whites. There scarcely ever was a civilized nation of that complexion, nor even any individual eminent either in action or speculation.5 In "Hume's Revised Racism," Immerwahr argues that it is likely that Hume, after reading James Beattie's "Essay On Truth" and in light of his criticisms, revised the footnote in the 1777 edition of ONC. Immerwahr cites two pieces of evidence, a letter from Hume to Strahan to which he refers but does not quote, and Beattie's criticisms of Hume, which Hume may have read (although how much of it he read... Spinoza on Learning to Live Together is a collection of nine of Susan James’ previously published papers alongside four more essays published for the first time.

In August 2017, Google executives found themselves in a difficult position. An internal memo written by a disgruntled software engineer, James Damore, had just gone viral. In this memo, Damore claimed that the relatively small number of women in the tech industry was partly due to biological factors, and that many of Google’s diversity efforts were therefore counterproductive. The contents of this memo were offensive to many (and thus were having a negative impact on the overall workplace environment), but (...) the executives were aware that the wrong reaction to it would at least partially vindicate Damore’s claims about the lack of open discussion at Google. In the end, after two days of controversy, Google leadership decided to fire Damore on the grounds that he had violated the company’s code of conduct. This case gives students an opportunity to explore the numerous issues raised by Damore’s memo and the controversy surrounding it. Did Google handle this case properly? Was firing Damore the right thing to do? How could the situation have been handled more effectively? (shrink)

Causalists about explanation claim that to explain an event is to provide information about the causal history of that event. Some causalists also endorse a proportionality claim, namely that one explanation is better than another insofar as it provides a greater amount of causal information. In this chapter I consider various challenges to these causalist claims. There is a common and influential formulation of the causalist requirement – the ‘Causal Process Requirement’ – that does appear vulnerable to these anti-causalist challenges, (...) but I argue that they do not give us reason to reject causalism entirely. Instead, these challenges lead us to articulate the causalist requirement in an alternative way. This alternative articulation incorporates some of the important anti-causalist insights without abandoning the explanatory necessity of causal information. For example, proponents of the ‘equilibrium challenge’ argue that the best available explanations of the behaviour of certain dynamical systems do not appear to provide any causal information. I respond that, contrary to appearances, these equilibrium explanations are fundamentally causal, and I provide a formulation of the causalist thesis that is immune to the equilibrium challenge. I then show how this formulation is also immune to the ‘epistemic challenge’ – thus vindicating (a properly formulated version of) the causalist thesis. (shrink)

BOOK REVIEWS ~99 edge of Hebrew and Hebrew texts, from encounters with Iberian Jews, and from polemical Christian concerns. The changing situation within German Christendom greatly influenced the way Jews, their history, and their customs were seen. Arthur Williamson, an expert in Scottish intellectual history, treats a somewhat amazing phenomenon: the Scots from the Reformation onward saw themselves as Jews, and developed a Judaized political history. From sometime in the late Middle Ages, the Scots were notorious with their southern neighbors (...) for not eating pork. They were even accused of being the descendants of the Jews expelled from England in 129 o. During the Reformation some of their leaders saw themselves as recreating the Hebrew Commonwealth and the Jewish Covenant with God. This Judaized politics played a very significant role in the emergence first of Great Britain, and then of the United Kingdom. In the closing essay James E. Force develops his Judaized interpretation of Isaac Newton's theology, stressing the role of Jewish monotheism in Newton's anti-Trinitarian Christianity and in his science. Most Newton commentators have been content to exile Newton's theology to his infancy or his senility, and to insist, no matter what the great man believed about the Book of Revelation, that it had nothing to do with his scientific theories. Force both expounds a crucial center of the religious views, and shows how they explain what Newton thought he.. (shrink)

A prominent trend in recent work on Hume’s epistemology has it that the concerns of Part Three of Book One of the Treatise, ‘Of knowledge and probability’, are purely descriptive and explanatory. Don Garrett and David Owen have argued that Hume’s primary interest lies in showing that it is not reason but rather the imagination that enables us to use experience to form beliefs about the future. Reason cannot be responsible for such beliefs; for if it were, it would (...) have to proceed by means of the principle ‘that those instances of which we have had no experience, resemble those, of which we have had experience’; and there is no source for that principle in either experience or reason itself. Of course, no belief is shown to be unjustified simply by the fact that it is produced by the imagination and not by reasoning. For Hume’s reasons for scepticism about the trustworthiness of the imagination, the reader has to wait until Part Four, and its claim that ‘there is a direct and total opposition…betwixt those conclusions we form from cause and effect, and those that persuade us of the continu’d and independent existence of body’. Louis Loeb agrees that Book One of the Treatise demands to be read as having two stages, the first constructive, the second destructive. But he has an intriguing and unusual take on the first stage. He believes that there is more to Part Three than mere description and explanation. There is in addition a theory of justification. In this part of the Treatise Hume shows himself to have a ‘pre-theoretical’ commitment to the view that, all things being equal, beliefs produced by certain belief-forming mechanisms within the faculty of imagination count as knowledge; and also seeks to give this commitment a theoretical rationale. If Loeb is right, the old view of Hume as a sceptic about induction needs to be revised even more radically than Garrett and Owen would have us believe. (shrink)

환경 문제란 어느 일부 국가의 문제가 아니라 선후진국 구분 없이 전 세계의 모든 국가들이 공동으로 대처해 나가야 하는 문제이다. 하지만 안타깝게도 개도국들은 환경 문제의 중요성을 깨닫고 그에 대한 대책을 세우지만 이를 실행할 만한 경제적 여력이 없다. 개도국들도 환경 문제 해결에 적극적으로 나서도록 하려면 선진국들의 적극적인 지원이 절실한 상황이다. 생태학자 하딘은 환경 문제ㆍ자원 문제ㆍ인구 문제가 개선되려면 선진국의 개도국에 대한 지원 중단, 개도국 국민의 선진국으로의 이민 제한, 정책적 인구 억제 등을 주장함으로써 현실과는 아주 동떨어진 주장, 선진국 중심적 입장에서 나온 아주 편협한 주장을 (...) 펴고 있다. 이 글은 이러한 주장이 담겨 있는 하딘의 구명보트 윤리가 나오게 된 배경과 그것이 안고 있는 윤리학적 문제점을 고찰하는 데 그 목적이 있다. 구명보트 윤리에서 발견할 수 있는 문제점을 간추리면 다음과 같다. 첫째, 하딘은 자신의 주장을 정당화하기 위하여 다윈의 자연선택 이론을 끌어들이고 있지만, 이를 인간 사회에 무리하게 적용하는 오류를 범하고 있다. 둘째, 선진국이 빈곤국을 도와주는 것은 양쪽 모두에게 재난을 초래하므로 그러한 원조는 중단되어야 한다는 하딘의 주장에는 선진국의 책임 회피를 정당화해보려는 의도가 깔려 있다. 셋째, 외부에서 식량 지원이 없을 때 개도국의 인구는 자연스럽게 감소한다고 주장하지만 이는 사실이 아닐 수 있다. 식량 부족은 오히려 출산을 더욱 장려할 수 있기 때문이다. 넷째, 하딘은 “완벽한 정의는 완벽한 파국을 낳으므로” 정의를 행할 의무는 없다고 주장하지만, 환경 문제의 보다 효율적인 해결은 선후진국 간의 분배 정의를 외면하고서는 이루어질 수 없다.
